Memorandum of understanding aims to develop research and teaching programs in Russia and Siberia

Keysight Technologies has announced it has signed a memorandum of understanding with Tomsk State University of Control Systems and Radioelectronics (TUSUR). The goal of the partnership is to organise the Center of Competence that will develop teaching and research programs to advance students’ understanding of RF and microwave technologies. The official ceremony celebrating the agreement took place on Nov. 12th, 2014 at the 10^th International Scientific Conference of Electronic Devices and Control Systems held at TUSUR.

TUSUR began implementing the first stage of the memorandum by launching Keysight certified RF and microwave (MW) design courses. For TUSUR students, it is a great opportunity for them to learn about RF and microwave, and as a result, receive certification from TUSUR and Keysight as a microwave specialist.

The next step is to create a new RF and microwave teaching and research laboratory equipped with Keysight hardware and software solutions. The university plans to open the laboratory in February. It will be the first center in the Siberian region to provide students with the opportunity to develop and enhance the skills they need for designing, analysing and debugging complex systems. TUSUR also will use the center to teach professional engineers from Russian electronic companies on microwave basics, measurements, circuit (MMIC) design and related subjects using Keysight instruments and CAD tools. The university will offer the training courses to companies and research institutes in the Siberia region.

TUSUR scientists have used Keysight instruments and software for many years. In their research lab, they characterise and make monolithic IC measurements, develop their own CAD and automated measurement software, and work on MW IC design. The scientists use Keysight networking analysers (from 20 to 50 GHz), signal generators (up to 67 GHz) and the B1500 semiconductor device analyser.

“Keysight has always been committed to work with, and supporting, academic institutions with a goal of helping them develop the next generation of engineers,” said Galina Smirnova, general manager, Keysight Technologies Russia. “One of the ways for us to accomplish this goal is to equip the universities’ teaching and research laboratories with cutting-edge instrumentation. One of my objectives as the head of the Keysight Russian office is to develop Keysight education programs in Russia. We have ambitious plans for further cooperation with TUSUR University, and I expect a lot of progress as a result of this cooperation.”

“This memorandum will strengthen our cooperation with Keysight Technologies and will allow our students to gain important, hands-on test and design experience,” said Alexander Shelupanov, Provost for Research of TUSUR University. “This will help prepare the students for critical positions in industry and our researchers will have access to the most advanced test and measurement instruments.”
